Oregon State's 3 phase reopen plan delineates different guidelines for groups to adhere to as their county advances through the phases.

Statewide Baseline:  Gatherings over 10 people are prohibited and groups of 10 must adhere to social distancing guidelines.  Nonessential travel is discouraged.

Phase One:  Gatherings must be limited to 25 people, adhering to social distancing guidelines.  Nonessential travel is discouraged.

Phase Two: Local gatherings of 50 people indoors and 100 people outdoors, adhering to social distancing guidelines.  Nonessential travel is discouraged. 

Phase Three: Large gatherings and events are not possible until a reliable treatment or cure becomes available.  As a result these are cancelled or significantly modified at least through September of 2020.
